The matched hex is the optimal paint colour under standard ambient occlusion. If the surface is in a direct light cone, the rating drops because the directional light source overrides the ambient calculation. Re-sample on the day/night boundary if your map rotates lighting.

The tool caps the blend rating at 85% on high-variance textures like wood grain or checkered tiles. For those surfaces, prefer a geometry hide (corner or prop mesh) over a colour match.
